Vistra has submitted an application to the City of Morro Bay for a proposed battery energy storage system (BESS) at the decomissioned Morro Bay Power Plant. The application is at an early stage of the review process and the City has not yet reached a decision on the project.

Project milestones

Here is what is currently underway in Morro Bay.

2022

On June 3, 2022, the City of Morro Bay issued a Notice of Preparation to inform the public it is preparing an Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act (CEQA).

2023

In the coming months, the City is expected to circulate a draft EIR for a minimum 45-day public review and comment period. No decision can be made on the application until the CEQA process is complete, which is expected to occur in 2023.

Beyond 2023

If the project is approved, construction is expected to last for 36-48 months, employing 300 construction workers at its peak and an average of 100 construction workers throughout the duration of construction.
